Midwestern District has been considered a weak district / strong section organization. The 2004 Board of Direction is considering a significant change in governance to transition to elective officers. To do so will take a By-Laws Amendment approved by the District membership.

As of September 30, 2003, there were a total of 1413 ITE members in District 4 as follows: 369 in Illinois ; 496 in MOVITE; 331 in NCITE; and 217 members in the Wisconsin Section. District 4 meets once per year in June.

St. Louis, MO, has been selected as the venue for the 2011 ITE Annual Meeting.

Earl E. Newman, the 2007 International ITE President, is from the Midwestern District (MOVITE).

Ken Volgt, the 2008 International Vice President, is from the Midwestern District (Wisconsin).

Each section in the District provides two representatives on the District Board of Direction. The representatives from each Section are the Immediate Past President and the current President. Officers on the District Board are non-elected positions filled automatically by the adopted rotation of representatives from each Section.

The officer positions on the Board of Direction are rotated by Section such each Section will have one of their Immediate Past Presidents hold each office during a four-year period. For example, the Immediate Past President of NCITE is the current Chairperson of the District. Next year, the Immediate Past President of NCITE will be Treasurer, followed by Secretary and Vice-Chairperson in subsequent years. The current President of each Section also serves as a voting member of the District Board of Direction.

The position of International Director is also rotated among the four sections with each Director serving a three-year term in office. The person holding this office is elected by majority of votes cast by the District membership. The Board of Direction appoints the District Administrator.
